Institutional Management carries out executive functions of the council including that of the Council Chairperson and the Council Secretary. Units or sections that report directly to the executive head and not through another directorate are the Public Relations, Procurement, Internal Auditing Sections, ICT Unit and Legal Unit.
The office of the Council Secretary serving as the institution’s Chief Executive Officer CEO assumes the oversight responsibility of the day-to-day operations of the Local Authority and spearheading the delivery of developmental programs within the district.
The Internal Audit Section serves as a pivotal mechanism for maintaining operational integrity within the Local Authority. This section is responsible for developing and implementing checks, and controls, conducting risk assessments, and overseeing management procedures both at policy level and operations. Regular audits are carried out to ensure compliance with existing legislation and enhance operational efficiency. The findings from these audits are compiled into comprehensive reports, which are then presented to the executive head of the Local Authority and the Audit Committee for review and recommended action.
The Procurement Section, as a critical component of the institution, is responsible for overseeing and managing all procurement processes. This section ensures that all purchases of goods and services are conducted per established policies, legislation, and procedures promoting transparency, fairness, and cost-effectiveness. Regular compliance controls are performed to verify adherence to procurement guidelines and to identify areas for improvement. The Procurement Section plays a vital role in supporting the institution’s operations and strategic objectives and in the delivery of the CDF project procurement and delivery.

The Public Relations Unit is crucial in managing and disseminating information to the citizens. The unit is responsible for the strategic communication processes that build mutually beneficial relationships with the public as the face and the mouthpiece of the Local Authority.
The Public Relations Unit handles various public functions and events for the LA including anticipating, analyzing, and interpreting public opinion, perceptions, and attitudes toward the council. It drafts strategies that use free or paid media, print or electronic to counteract information gaps and conduct sensitizations on council and developmental projects and operations.
Responsible for drafting and distributing press releases, planning and executing special public outreach and media relations events, and developing a crisis public relations strategy. It also handles the council’s social media presence and responds to public reviews on social media websites.
In essence, the Public Relations Unit is instrumental in maintaining a positive reputation of the council and fostering a strategic relationship with the public, prospective partners, investors, employees, and other stakeholders.
The section is responsible for providing support services to the operations of the Local Authority in the area of ICT services to enhance service delivery and optimize operations. Some of the key responsibilities are:
Design and Administration of Computerized Systems.
Provide Training to staff.
Research and Development.
The directorate is headed by a Director who is responsible for the sections/units that fall under the department. The units that fall under the directorate are Human Resources, General Administration, Registry, Committee, and Police.
The Unit is responsible for personnel and establishment management. It provides strategies for the acquisition, utilization, improvement, and retention of an enterprise’s human resources. Other responsibilities for the unit are:
Conducting performance appraisal.
Conduct performance management.
Conduct staff audit.
Carry out orientation and induction programs.
Management and interpretation of the conditions of service.
Management of employee relations.
Prevention of industrial relations.
This unit is responsible for the general administration and running of the day-to-day office operations. The following are some of the functions/services:
Facilitate the solemnizing of marriages
Procure of office furniture and equipment.
Promote staff health and safety in the council. Identify the number of sick people as well as visit the visit. Identify prone risk areas.
Transport Management. Manages effectively the availability of transport to facilitate staff mobility and transportation of materials and equipment.
Licensing and insuring. Facilitate the licensing and insurance of all vehicles for Mufumbwe Town Council.
Office accommodation. Provide timely provision of office space for officers to create a conducive work environment.
Management of clerical services.
General maintenance of office spaces and surrounding.
The unit is responsible for Community police, Maintain Security, and Law and order. Facilitate for Security measures, Law, and order in the Council.
The committee section plays the role of secretariate in all council meetings. Their role is to document and minute all meetings a from Management meeting, various committees and the full council meeting.
Responsible for records management and filling of council records and correspondences.
The Department of Health Services is a devolved unit under Mufumbwe Town Council mandated to provide accessible, affordable, and quality primary health care to the residents of Mufumbwe District. Guided by national health policies, the department coordinates and oversees public health programs, community health initiatives, and environmental health services at the local level.
Its core functions include:
Delivering preventive, promotive, curative, and rehabilitative health care.
Managing and supervising health facilities within the district.
Implementing public health campaigns and disease control measures.
Ensuring clean and safe environments through sanitation and waste management programs.
Collaborating with stakeholders to strengthen community-based health systems.

The Department of Finance under Mufumbwe Town Council is mandated to manage the financial resources of the Council in a transparent, accountable, and efficient manner. It plays a central role in mobilizing revenue, overseeing expenditure, and ensuring sound financial management in line with government regulations and local development priorities.
Its core functions include:
Preparing and managing the Council’s annual budget.
Mobilizing and collecting local revenue through rates, levies, and fees.
Managing financial records, accounts, and audits to ensure transparency and accountability.
Overseeing procurement processes in compliance with public financial regulations.
Providing financial advice and guidance to other Council departments.
Supporting resource mobilization for development projects and service delivery.

The Department of Agriculture is a devolved unit under Mufumbwe Town Council responsible for promoting sustainable agricultural development and enhancing food security within the district. It serves as the main link between government policies and local farmers, ensuring the delivery of agricultural extension services and support programs at community level.
Its core functions include:
Providing technical advisory and extension services to farmers.
Promoting climate-smart and sustainable farming practices.
Supporting crop and livestock production to enhance household food security and incomes.
Coordinating agricultural input distribution and subsidy programs.
Facilitating farmer training, field demonstrations, and cooperative development.

The Directorate of Engineering Services is a Department under Mufumbwe Town Council mandated to supervise and deliver public works and engineering services within the district. Planning, designing, and supervising construction of public infrastructure such as roads, bridges, buildings, and drainage systems.
Overseeing maintenance and rehabilitation of council infrastructure and public facilities.
Managing water supply, sanitation, and related engineering projects.
Providing technical support and guidance on civil works and development control.
Coordinating disaster preparedness and response through the Fire and Rescue Services, which include the district fire brigade.

The Departments of Livestock, Fisheries & Veterinary are devolved units under Mufumbwe Town Council mandated to promote animal production, fish farming, and animal health services within the district. Together, they work to strengthen food security, improve household incomes, and safeguard public health through sustainable livestock and fisheries development.
Their core functions include:
Supporting livestock production and management for improved productivity.
Delivering veterinary services, including disease surveillance, vaccination, and treatment.
Promoting aquaculture and sustainable fisheries to boost nutrition and local livelihoods.
Implementing disease prevention and control measures to protect both animals and communities.
Facilitating training, extension services, and capacity building for farmers and fishers.
Collaborating with cooperatives, private sector, and stakeholders to strengthen livestock and fisheries value chains.

The Planning Department holds the authority for both Rural and Urban Planning and Development control, as outlined by The Urban and Regional Planning Act. Under the supervision of the Director of Planning, the department is tasked with establishing a clear developmental framework and roadmap for the district. To accomplish these developmental goals, the department operates through its seven units.
The Town Planning Section executes town planning strategies to achieve a harmonious and acceptable urban environment. The key responsibilities under this section include:
-Design of local Area plans.
-Numbering of Plots
-Forward Planning.
-Coordination of transport routes and bus stations to optimise city planning.
This section holds the responsibility for development control. The primary duties of this unit include the following tasks:
-Building Inspections.
-Identify illegal structures and unauthorized development.
-Enforce compliance.
The section is responsible for guiding land boundary limits. Some of the major tasks are:
-Placement and Re-Establishing of property boundaries.
-Road marking.
-Preparation of survey diagrams.
-Preparation of survey reports.
-Management of Geographical Information Systems (GIS)
The section is mandated to undertake socio-economic planning to enhance the implementation of Council developmental plans and programs. Key responsibilities include:
-Development Planning.

-Coordinate Constituency Development Fund (CDF) activities
-Monitoring and Evaluation.
-Research.
The section is mandated to with the responsibility of mainstreaming environmental concerns in development plans and programs to enhance sustainability. Key responsibilities include:
-Preparation of Environmental Assessment Reports.
-Environmental Profiling.
-Preparation of Environmental Briefs.
-Conduct Environmental Education.
-Monitoring and Evaluation.
The Department of Social Services is a devolved unit under Mufumbwe Town Council mandated to safeguard the welfare and well-being of vulnerable groups while promoting inclusive community development across the district. Supporting skills training programs in areas such as tailoring, carpentry, food processing, and other income-generating activities.
Mobilizing and organizing community groups, cooperatives, and self-help initiatives.
Promoting adult literacy and lifelong learning opportunities.
Facilitating women and youth empowerment programs.
Coordinating community participation in local development projects.
Strengthening partnerships with NGOs, CSOs, and other stakeholders to enhance service delivery.
