CDF stands for Constituency Development Fund. Through an Act of Parliament, the Government of Zambia introduced the CDF to support local development initiatives at the constituency level. Established in 1995, the Fund was originally designed to finance small-scale community development projects.

Over the years, the CDF Act has undergone several amendments to expand its scope and improve its effectiveness. Today, the enhanced CDF covers a broader range of community needs, including:

  • Secondary School Boarding Bursaries

  • Youth and Women Empowerment Grants

  • Loans for local economic activities

  • Community infrastructure and development projects

This expanded mandate aims to promote inclusive development, empower vulnerable groups, and ensure that resources reach communities more efficiently.

WDC stands for Ward Development Committee. These committees serve as the grassroots link between local communities and Local Authorities. A WDC is established in every ward through an electoral process in which residents select representatives from among themselves. These elected members act as community leaders, responsible for voicing local concerns, coordinating development initiatives, and ensuring that community development affairs are managed in an inclusive and accountable manner.

Applications for any of these categories are made through the Ward Development Committee (WDC) in the ward where you reside.

Application forms can be obtained from the Local Authority website, Local Authority offices, or directly from the WDCs in your ward.
